Capricorn builds arrangements that hold. Aquarius asks who set them up, whom they serve and whether they should exist at all. Both questions are serious and neither sign asks the other's.
They are neighbours, 30 degrees apart, and a semisextile hands a pair nothing to translate through: no element in common, no cross in common. Traditional astrology gave both of these signs to Saturn, and the modern arrangement gives Aquarius to Uranus instead, so there is no planet in common here either. The pair is a handover rather than a family resemblance, and the two of them work that out early.
The angle between Capricorn and Aquarius
Capricorn and Aquarius stand 30° apart on the zodiac wheel, and astrology calls that distance the Semisextile. The angle never changes: it is the same for every pair of these two signs, whatever else the two charts hold.
Earth and Air are the classically awkward elements: what one of them treats as obvious, the other has to be talked into.
Cardinal and Fixed are two different speeds: one sets the pace, the other decides how long it lasts.

Where the pair is powerful
Aquarius sees what should be replaced and Capricorn knows how to replace something without breaking what depends on it.
A reform that survives contact with reality usually needs both, and it is rare for one person to hold the two abilities. This pair does its best work on something outside itself.
Proposing and refusing
Capricorn opens and restructures; Aquarius does not move once a conclusion has been reached.
So Capricorn keeps proposing new arrangements and Aquarius keeps declining them on principle, and both are surprised each time. The pair does better when Capricorn asks about the principle first, which usually turns out to be narrower than it sounded.
Distance and duty
Both are undemonstrative and neither requires much reassurance, which makes the daily life calm and the difficulties late to surface.
Capricorn shows up out of obligation and Aquarius shows up out of interest, and when interest runs out Aquarius stops attending in a way Capricorn finds almost incomprehensible. Obligation, on that side, is not affected by whether the thing is enjoyable.
Where this pair rubs
The rub is that each experiences the other as the reason things do not change, or do not hold. Aquarius sees a defence of arrangements that outlived their purpose. Capricorn sees a running commentary from somebody who has never had to keep anything standing.
Both descriptions are unfair and both are close enough to sting. Under them is a shared quality neither admits to: both are extremely stubborn, and both prefer to be proved right by events rather than in conversation. So the disagreement does not escalate and does not end; it simply waits for the world to settle it.

Capricorn and Aquarius: common questions
They are an awkward pairing with an unusual amount of mutual respect in it. Nothing structural is shared. What holds them is that each is genuinely competent at something the other cannot do, and what has to be built is a way of disagreeing that ends somewhere.
Not in the modern arrangement used here, although the older one did give both signs to Saturn. Aquarius belongs to Uranus in this reading, and the two behave accordingly: one conserves and the other disrupts, which is not what a shared planet would produce.
Because one starts from the assumption that an old arrangement is holding something up and the other from the assumption that it is holding somebody down. Neither position is unreasonable. The argument only becomes personal when it stops being about the specific arrangement in front of them.
It is the angle between signs standing next to each other, 30 degrees apart, and it carries no shared element and no shared cross. Two signs at that distance have no natural sympathy at all, which is why anything they understand about one another has been assembled deliberately.
