Seeing exactly how the structure is held together

The characteristic collective event here is exposure: an institution that appeared solid turns out to be held up by something quite different from its stated purpose, and everybody finds out at once.

This is neither cynicism nor collapse. What is happening is closer to inspection, and what survives it tends to be sturdier, if considerably less impressive to look at than the version that went in.

Everyone inside such a period experiences it as decline. What it usually turns out to be, in retrospect, is an audit that nobody scheduled and nothing was prepared for.

Where an earlier cohort wanted position and believed in what position meant, this one wants position and knows exactly what it is: leverage, and the ability to decide things.

The result is effective, patient and slightly cold. Nothing here expects an institution to be loyal, so the work of building an independent basis starts early and continues regardless of how well things are currently going.

That clarity has a cost attached. A person who understands exactly how decisions get made finds it very difficult to enjoy the parts of an institution that run on goodwill, and can end up treating friendship at work as a category error.

Authority is not granted here on the strength of a title. Anyone in charge is being assessed against what they can actually do, and the assessment does not stop once they have the job.

Applied to oneself the same standard is punishing. Achievements are discounted as soon as they are obtained, since the question is never whether something has been accomplished but whether it would hold if it were tested.

What this produces at its best is a rare kind of trustworthiness: somebody who does not claim more authority than they can back up, having spent years watching what happens to people who do.

Capricorn is earth, and nothing here believes in the short route. Power is understood as something accumulated slowly, through position, competence and the patience to be underestimated for a while.

That patience is the position's real advantage. The cost is a long stretch in which everything is deferred, and the deferral becomes a habit that outlives the situation that justified it.

The end of this process is not an absence of structure. Something else gets built, usually by the same people who spent years describing what was wrong with the previous arrangement.

What they build tends to be more accountable and less romantic, which is what an era looks like when it has stopped trusting the story an institution tells about itself.

The rebuilding is slow and mostly invisible while it is happening, which is why an era of this kind is usually described as an ending long after the replacement has quietly started.
