The reformer who stays in the building

The change being sought here is structural, so the method is slow on purpose: get qualified, get inside, acquire standing, then move the thing that could not be moved from outside.

That is a long campaign, and it is one of the few places where a disruptive instinct and a tolerance for procedure work together instead of cancelling out.

What it asks for is a tolerance of years spent apparently conforming, which is where most of the misunderstanding about this position comes from. The conformity is a route, not a conversion.

Existing authority is examined here for whether it is doing its job, which is a different question from whether it is legitimate. Where it fails the test, the response is rarely protest and usually replacement.

What follows is a specific discomfort. Having become the authority in order to change it, you now hold the position you were sceptical of, and the scepticism does not switch off just because it is aimed at your own chair. The people who handle it well build in a check they cannot overrule alone — a board, a colleague with standing, a rule they wrote while they still had none of the power.

Status here is instrumental. The title, the qualification and the seniority are wanted for what they permit rather than for how they read, which is why people with this placement will take an unglamorous route to a position other people wanted for its own sake.

The risk is straightforward and common: the climb is long enough that the purpose can quietly be replaced by the climb, and nobody on the outside can tell the difference.

The tell is what happens when a shorter route appears. If the position is still instrumental, the shortcut gets taken without regret.

Proposals from this position tend to be costed. The reform arrives with an implementation plan, a transition arrangement and an answer to what happens to the people currently doing the job.

That is unglamorous next to a manifesto and it is far harder to refuse, which is the point. It also means the work is frequently uncredited, since a change introduced this carefully looks in retrospect like something that happened on its own.

It is also why this placement is frequently found in the second wave of a reform rather than the first, doing the part that determines whether any of it survives.

At the scale of a generation this describes a shared impatience with institutions that no longer deliver, combined with a preference for rebuilding over abandoning.

At the scale of one person it narrows considerably. Which structure gets the attention — a family, a profession, a company, a government — depends on where the position sits in a particular chart and what it connects to.

Two people with the same position can therefore spend their lives in unrecognisably different fights while using an identical method.
